| 1 | (1) The site is located within Skippers Lane Industrial Estate, which is safeguarded under Policy CS9 of the Redcar and Cleveland Local Development Framework for business and general industrial use. ‘Saved’ Redcar and Cleveland Local Plan 1999 Policy SH12 also seeks to constrain retail uses on designated industrial and business parks. The use does not meet any of the exceptions criteria to Policy SH12 and neither have exceptional circumstances been demonstrated. The proposal is therefore contrary to Policy CS9 of the Redcar and Cleveland Local Development Framework and ‘saved policy’ SH12 of the Redcar and Cleveland Local Plan 1999. |
| 2 | (2) The applicant has not demonstrated that the sequential approach set out within PPS6 has been followed. The proposed retail use conflicts with the policy guidance contained within PPS6 and would conflict with Policy CS18 of the Redcar and Cleveland Local Development Framework that seeks to focus town centre uses within town and district centres. |
