(1) The development shall not be begun later than the expiration of THREE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
INFORMATIVE: The listed building to the west of the application site is in a state of disrepair and the applicant is advised to take urgent steps to halt the decline and bring the building back into use. To this end you should contact Amy Pearce, Planning Officer (1) on Tel: 01642 612598. There may be funding available to assist you and you may wish to contact Clare Stanton, Business Investment Advisor on Tel: 01642 444225. Monies may also be available from the Business Link Rural Development Fund and you may contact Business Link on Tel: 08456009006.
(2) Details of the external materials to be used in the carrying out of this permission (including samples) shall be submitted to, and approved in writing by the Local Planning Authority, prior to the commencement of development and the development shall not be carried out except in accordance with the approved details. REASON: To ensure the use of satisfactory materials.
(3) The building hereby approved shall be used for purposes of agriculture or ancillary to agricultures only. REASON: To ensure that uses other than for agriculture are determined on their merits.
REASON FOR DECISION: The listed building is set within a group of agricultural buildings of varying ages and a large ‘Countryside Store’ lies to its north. It is considered that due to the design and proposed materials no harm would result. Due to the design and location of the development it is considered it would enhance the appearance of this part of the farmstead and as corollary to this, the wider area. The site is located deep within the site in an area where vehicles of all types incidentally park. The proposed building would not cause an obstruction to vehicles accessing the farm buildings or the land beyond. The site is some considerable distance from residential development (4). The occupiers of the farmhouse would be used to the activities associated with farming activity. This development would be no more vulnerable to crime than is currently the case. It is therefore considered that the proposal conforms to the aims of both national and local policy, particularly PPS7 and PPG15 and CS2, CS20, CS25, DP2, DP3 and DP10 of the Redcar and Cleveland Local Development Framework.
NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policy CS1, CS2, CS20, CS25, DP1, DP2, DP3 and DP10.
