# Condition Details
1 The development due to the width and position of the access, the extant approval at the adjoining site and additional traffic generated would compromise highway safety. It is therefore contrary to Policy DP3 of the Redcar and Cleveland Local Development Framework.
2 NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policy CS17, CS20, DP2 and DP3.
3 (1) The development hereby permitted shall begin before the expiration of three years from the date of this decision.
4 (2) Before the dwelling hereby permitted is occupied, the access, parking and turning facilities associated with the development shall be provided and shall be thereafter retained for these purposes.
5 (3) Prior to the commencement of development a traffic management plan shall be submitted to and agreed in writing by the local planning authority. The approved scheme shall be implemented in accordance with the details provided within it.
6 (4) The materials to be used in the construction of the external surfaces of the development hereby permitted shall match those used in the existing buildings.
7 (5) Two replacement trees chosen from the following species of Rowan, Cherry, Apple, Pear or Birch shall be planted within the curtilage of the dwelling hereby permitted during the first planting season following the substantial completion of this dwelling. If within a period of two years from the date of planting of either tree that tree, or any other tree planted in replacement of it, is removed, uprooted or destroyed or dies, another tree of the same species and size shall be planted at the same place, unless the local planning authority gives its written consent to any variation.
8 (6) The dwelling hereby permitted shall achieve a Code Level 3 in accordance with the requirements of the Code for Sustainable Homes: Technical Guide. The dwelling shall not be occupied until a Final Code Certificate has been issued for it certifying that Code Level 3 has been achieved.
9 (7) The working hours for all construction activities on the site shall be limited to between 0800 and 1800 Monday to Friday and 0800 to 1300 on Saturday and not at all on a Sunday or Bank Holiday.
10 (8) The dwelling hereby permitted shall not be of more than single storey construction.
11 (9) Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking, reenacting or modifying that Order), no windows, rooflights or other types of window other than those expressly authorised by this permission shall be constructed on the dwelling.
12 INFORMATIVE: Unless otherwise first agreed in writing with the local planning authority a minimum of 10% of the site’s energy requirements should be provided by embedded renewable energy.
