| 1 | (1) The disposal of waste on the site hereby approved shall cease on or before 31st September 2019 and the land restored in accordance with condition (ix) of CM/L/12/92. REASON: The granting of a longer permission could unnecessarily prolong the period disposal operations and inhibit the restoration of the site. |
| 2 | INFORMATIVES: 1. The SITA Carlin Howe Landfill is regulated by two Environmental Permits (REF: 60132 and TP3330BH). The proposal to extend the Planning Permission to 2019 will not change the status of the permits, or their requirements. 2. It is advised that scrub and ground clearance, vegetation removal, drainage works, or any other activity on land which has lain undisturbed for some time, should be avoided during the main bird breeding period (1st March to 1st August inclusive), unless the area concerned has been shown to be free of nesting birds, following a survey by a suitably qualified person, immediately prior to such works commencing. 3. As there is a protected species licence in place, the applicants should ensure that this is extended to cover the longer period. 4. Given the range of land-use and environmental issues associated with the proposed restoration scheme, Natural England should now be identified as an interested party in the aftercare process. 5. Tees Archaeology have requested that they be given notice of commencement of works and be afforded access to observe excavations and record items of interest and finds. | 3 | REASON FOR DECISION: It is considered that the proposed development will not cause significant harm to the amenities of local residents or adversely affect the character and appearance of the area. The application does not raise any issues in respect of crime prevention or highway safety. The proposal accords with the Council’s Adopted Development Plan and Supplementary Planning Guidance. |
