(3) Details (including samples) of materials to be used on the external elevations of the building hereby approved shall be submitted to and agreed in writing by the Local Planning Authority prior to the development being commenced. Details shall also include detailed drawings (at a scale of 1:20) showing the design of the following: i) The detailed design of the front door and entrance to the house; ii) Painted, slightly projecting concrete sills of traditional proportions, similar to those on the original farmhouse at Town Farm, and: iii) Painted, flush concrete lintels of traditional proportions of similar design to the farm house. REASON: In order to ensure a satisfactory appearance on completion of the development.
(4) Details of materials to be used for all hard surfaces shall be submitted to and agreed in writing by the Local Planning Authority prior to the commencement of the development. REASON: To reserve the rights of the Local Planning Authority with regard to these matters.
(5) No development shall take place until there has been submitted to, and agreed in writing by the Local Planning Authority, a scheme of landscaping which shall include indications of all existing trees and hedgerows on the land (if any), and details of any to be retained, together with measures for their protection in the course of the development. REASON: To reserve the rights of the Local Planning Authority with regard to these matters
(6) All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the occupation of the buildings or the completion of the development, whichever is sooner, and any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species unless the Local Planning Authority gives written consent to any variation. REASON: To ensure the satisfactory implementation of the approved scheme in the interests of the visual amenities of the locality.
(7) Prior to the commencement of development at the site, details of the boundary treatment to be erected at the site shall be submitted to and approved in writing by the Local Planning Authority. No fences, walls or other means of enclosure shall be erected at the site other than the approved details, without the written consent of the local planning authority. 8 (8) Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order, 1995, (or any other revoking or re-enacting that Order), no building or enclosure, swimming or other pool, required for a purpose incidental to the enjoyment of the dwellinghouse as such, or the maintenance, improvement or other alteration of such a building or enclosure, shall be provided within the curtilage of the buildings, the subject of this permission, without the express consent of the Local Planning Authority. REASON: To safeguard the character and appearance of the conservation area.
(9) Prior to the occupation of the completed development, the two car parking spaces shown on the approved drawings shall be provided on site and shall be thereafter retained for use as parking for the site, unless otherwise agreed in writing by the local planning authority. REASON: In order to ensure adequate car parking at the site.
(10) Details of the finished floor levels of the building shall be submitted to and approved in writing by the local planning authority and the development shall be carried out in accordance with the approved details. REASON: In order to ensure a satisfactory appearance on completion of the development.
INFORMATIVE: You should be advised that Conservation Area Consent will be required for the demolition and removal of the existing steel barn at the site, prior to any development commencing in relation to this planning permission. An application for such consent should be made to the council accordingly. If you wish to discuss this matter please telephone Stewart Ramsdale on 01287 612349.
NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policies CS1, CS2, CS20, CS25, DP1, DP2, DP3 and DP9.
REASON FOR DECISION: The site is within the limits to development as set out in the Council’s Development Plan. The layout and design are acceptable and accords with the supplementary planning guidance. The development respects the amenity and character of the area. The application does not raise any issues in respect of crime prevention or highway safety. The proposal therefore accords with the Council’s adopted Development Plan.
