| 1 | REASON FOR DECISION: The proposed development of flats by virtue of the location, scale and massing would cause significant harm to the residential amenity the occupiers of the properties on Durham Road may reasonably expect to enjoy. The application is therefore contrary to policy DP2 of the Local Development Framework and the guidance contained within Appendix 9 of the Local Plan. The proposal would result in a cramped appearance and is considered to be overdevelopment of the site. Due to the overdevelopment of the site any future occupiers of the flats would have an unsatisfactory outlook and reduced residential amenity. The proposal is therefore contrary to policies CS20, DP2 and DP3 of the Local Development Framework and the guidance contained within Appendix 9 of the Local Plan. |
