All works on site shall be carried out in accordance with the approved report. REASON: In order to ensure protected species are not harmed at the site. |

REASON: In order to ensure that the development complies with government objectives to generate 10% of energy from renewable energy sources and in compliance with Planning Policy Statement 22 (August 2004). |

| 19 | (19) Before any plant or machinery, including refrigeration and air conditioning equipment, is used on the premises it shall be enclosed with sound insulating material and mounted in a way that will minimise transmission of airborne and structure-borne sound in accordance with a scheme to be approved in writing by the Local Planning Authority. REASON: In the interest of amenity. |
| 20 | (20) Deliveries and collections to the premises once operational, shall only take place between the hours of 08:00 and 18:00 Monday to Saturday and between the hours of 10:30 and 16:30 on Sundays. REASON: In the interest of amenity. |
| 21 | REASON FOR DECISION: The site is outside the limits to development where new development will generally be limited to rural needs. However given that there is an existing care home on the site and that the proposed use would be less intensive than the previous use the application is considered as an exception within the context of CS2 and DP1. The design and appearance of the proposed development are acceptable and there are no highway objections to the scheme. It is not considered that the siting of the proposed building will adversely affect the residential amenities of neighbouring properties to an unacceptable degree. Whilst it is noted that there is a high pressure underground gas pipeline to the west of the site, the new building does not project closer to the pipeline than the existing property and is still beyond the operational easement. It is therefore considered that it would be difficult to justify a refusal on health and safety grounds. |
| 22 | (21) Before the use commences a travel plan shall be submitted to and agreed in writing with the Local Planning Authority. REASON: In the interests of promoting sustainable travel arrangements. |
| 23 | NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policy CS1, CS2, CS7, CS13, CS15, CS19, CS20, CS22, CS24, CS26, DP1, DP2 and DP3 and Supplementary Planning Guidance Appendix 11 of the Redcar and Cleveland Local Plan. |
