1 REASON FOR DECISION: The proposed double-sided, illuminated advertisement, by reason of its siting, design and illumination, would represent an unduly obtrusive feature that would add visual clutter and would be detrimental to the visual amenity of the application site and to the surrounding street scene, which is primarily residential in character. The display would therefore be contrary to the aims of policies DP3 and DP12 of the Local Development Framework (Development Policies DPD, July 2007).
