# Condition Details
(1) The development shall not be begun later than the expiration of THREE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
(2) Details of materials to be used on the external elevations of the development shall be submitted to and agreed in writing by the Local Planning Authority prior to the development being commenced. REASON: To ensure the use of satisfactory materials.
(3) Prior to the development being commenced details shall be submitted and approved in wiriting of proposals to prevent mud/debris being deposited on the highway for the duration of the construction period. REASON: In the interest of highway safety.
(4) Prior to the developemnt being commenced details shall be submitted and approved in writing of proposals to provide contractor car parking and materials storage for the duration of the works. REASON: In the interest of highway safety.
(5) A minimum of two car parking spaces shall be provided within the curtilage of the dwelling before being first occupied and thereafter maintained to the satisfaction of the Local Planning Authority. REASON: To ensure that there is adequate on-site car parking to serve the development.
(6) The working hours for all construction activities on this site are limited to between 08:00 and 18:00 Monday to Friday, 08:00 to 13:00 on Saturdays and no work should take place on Sundays or Bank Holidays. REASON: In the interest of neighbour amenity.
(7) All temporary and permanent lighting provided to the proposed development shall be arranged so as not to shine directly towards and dwelling and shall be shielded to prevent light spillage beyond the boundary of the development. REASON: In the interest of neighbour amenity.
(8) The first floor window in the east elevation of the development and any subsequent replacement shall be glazed throughout with obscure glass and thereafter retained to the satisfaction of the Local Planning Authority. REASON: To safeguard the living conditions of the occupants of adjacent residential properties.
REASON FOR DECISION: The site is within the limits to development and residential use is appropriate in this location. The design of the proposed dwelling and the relationship with adjacent properties is considered to be acceptable. Whilst it is accepted that the access road is narrow, given that only one additional dwelling is proposed and the previous appeal decision it was considered that it would be difficult to justify refusal of the application on highway grounds. The application does not raise any issues in respect of crime prevention.
NOTE: The following Development Plan Policies were relevant to this decision: Local Development Framework Policies DP2, DP3, DP9, CS1, CS2, CS20 and Supplementary Planning Guidance Appendix 10 of the Redcar and Cleveland Local Plan 1999.
