| 1 | (1) The development shall not be begun later than the expiration of THREE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990. |
| 2 | (2) Details of materials to be used on the external elevations of the development shall be submitted to and agreed in writing by the Local Planning Authority prior to the development being commenced. REASON: To ensure the use of satisfactory materials. |
| 3 | (3) No development shall take place until there has been submitted to, and agreed in writing by the Local Planning Authority, a scheme of landscaping which shall include indications of all existing trees and hedgerows on the land (if any), and details of any to be retained, together with measures for their protection in the course of the development. REASON: To reserve the rights of the Local Planning Authority with regard to these matters. |
| 4 | (4) All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the occupation of the buildings or the completion of the development, whichever is sooner, and any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species unless the Local Planning Authority gives written consent to any variation. REASON: To ensure the satisfactory implementation of the approved scheme in the interests of the visual amenities of the locality. |
| 5 | (5) Prior to the commencement of development a scheme detailing improvements to the levels and drainage of the retained playing field area shall be submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented to the satisfaction of the Local Planning Authority prior to the commencement of the use of the Church. REASON: To improve the quality of the existing playing fields. |
| 6 | (6) The provision of cycle bays shall be reviewed at 9 months after the church is first opened and if required further spaces shall be provided at a level to be agreed in writing with the Local Planning Authority and thereafer maintained as such. REASON: To ensure adequate cycle parking provision. |
| 7 | (7) Before the development is first commenced details shall be submitted and approved in writing by the Local Planning Authority to provide contractor car parking and compound within the site boundary for the duration of the works. REASON: In the interests of highway safety and to provide on site car parking. |
| 8 | (8) Before the development commences details shall be submitted to and approved in writing by the Local Planning Authority of proposals to prevent mud/debris being depositied on the highway for the duration of the construction period. REASON: To ensure mud/debris is not deposited on the adopted highway. |
| 9 | (9) Before the development commences details shall be submitted and approved in writing by the Local Planning Authority of a traffic management plan for the construction phase of the works including details of delivery times. REASON: To ensure there is no conflict with the operations of the adjacent school. |
| 10 | (10) Construction work at the site shall only take place between the hours of 08.00 and 18.00 Monday to Friday; 08.00 to 13.00 Saturdays and no work shall take place on Sundays or Bank Holidays. REASON: In the interests of the amenities of nearby residents. |
| 11 | NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policies CS7, CS19, CS20, DP2 and DP3. |
| 12 | REASON FOR DECISION: Following the visit of the Planning Committee to the site it was determined that this reduced scheme will not cause significant harm to the amenities of local residents or adversely affect the character and appearance of the area. The submission of additional traffic survey information indicated that the existing and proposed volume of traffic would be at an acceptable level and not cause any issue of highway safety. The proposal accords with the Council's adopted Development Plan. |
