| 7 | (7) No development approved by this condition shall be commenced until a scheme for the provision and implementation of a surface water regulation system has been submitted to and approved in writing by the Local Planning Authority. The details shall include details of the drainage arrangement and the final discharge rate figure. The approved scheme shall be implemented prior to the construction of any impermeable surfaces draining to the system unless otherwise agreed in writing by the Local Planning Authority. REASON: To prevent the increased risk of flooding. |
| 8 | (8) All pedestrian and vehicular surfaces within the site are to be sealed, surfaced and drained to the satisfaction of the Local Planning Authority. REASON: In the interests of highway safety and the amenity of the site. |
| 9 | (9) Before the development commences details shall be submitted and approved in writing of proposals to provide contractor car parking and compound within the site boundary for the duration of the works on site. REASON: In the interests of highway safety. |
| 10 | (10) Before the development commences, details of a scheme to prevent mud/debris from being deposited on the highway for the duration of the construction period shall be submitted to and approved in writing by the Local Planning Authority. REASON: In the interests of highway safety. |
| 11 | (11) No development shall commence on site until details of secure cycle parking facilities for the storage of at least 10 cycles on the site, have been submitted to and approved in writing by the Local Planning Authority, and the development shall not be occupied until the approved facilities have been installed on site. The installed facilities shall then be permanently retained thereafter, unless otherwise agreed in writing by the Local Planning Authority. REASON: In order to ensure adequate cycle parking facilities on the site. |
| 12 | (12) Details of boundary treatment shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced, and the development shall be completed in accordance with all approved details. REASON: In the interests of security and visual amenity. |
| 13 | (13) No development approved by this permission shall be commenced until:- (a) The application site has been subjected to a detailed scheme for the investigation and recording of contamination including soil contamination, ground/surface water contamination, landfill gas, leachates and stability as appropriate; (b) Detailed proposals for the removal, containment or otherwise rendering harmless any contamination (the 'Reclamation Method Statement') have been determined through risk assessment and approved in writing by the Local Planning Authority; (c) The works specified in the Reclamation Method Statement have been completed in accordance with the approved scheme; Any contamination not considered in the Reclamation Method Statement but identified during the reclamation works should be subject to further risk assessment and remediation proposals agreed with the Local Planning Authority. A report demonstrating that the works were carried out in accordance with the approved scheme (the 'Validation Report') should be submitted to the Local Planning Authority within 2 months of completion of the development. REASON: The site may be contaminated as a result of past or current uses and/or is within 250 metres of a site which has been landfilled and the Local Planning Authority wishes to ensure that the proposed development can be implemented and occupied with adequate regard to environmental and public protection. |
| 14 | (14) No construction activities shall take place at the site before 08:00 or after 19:00 hours Monday to Saturdays, before 10:00 and after 17:00 hours on Sundays and not at all on public holidays. REASON: In the interests of amenity. |
| 15 | NOTE: The following development plan policies were relevant to this decision:- Local Development Framework Policies CS1, CS2, CS3, CS13, CS15, CS16, CS17, CS20, CS25, DP2 and DP3 and Supplementary Planning Guidance Appendix 9 & 10 of the Redcar and Cleveland Local Plan. |
| 16 | REASON FOR DECISION: It is considered that the proposed development will not cause significant harm to the amenities of local residents or adversely affect the character and appearance of the area. The application does not raise any issues in respect of crime prevention or highway safety. The proposal accords with the Council's adopted Development Plan and Supplementary Planning Guidance. |
