| 1 | (1) The development shall not be begun later than the expiration of THREE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990. |
| 2 | (2) Details of materials to be used on the external elevations of the development shall be submitted to and agreed in writing by the Local Planning Authority prior to the development being commenced. REASON: To ensure the use of satisfactory materials. |
| 3 | (3) Details of the means of enclosure and internal fences shall be submitted to and agreed in writing by the Local Planning Authority before the development is first brought into use. REASON: To ensure a satisfactory form of development. |
| 4 | (4) Details of the management of the one-way system including signing and lining proposals for the drop off area and car park shall be submitted to and agreed in writing before the development is first brought into use. REASON: In the interests of highway safety. |
| 5 | (5) Details of cycle parking shall be submitted to and agreed in writing by the Local Planning Authority and thereafter provided before the development is first brought into use. REASON: To ensure cycle parking provision. |
| 6 | (6) Before development commences a scheme shall be submitted to and agreed in writing by the Local Planning Authority for the provision of a contractors car park and compound together with details to prevent mud/debris from being deposited on the highway for the duration of the construction period. REASON: To avoid on-street parking and in the interests of highway safety. |
| 7 | (7) Prior to the commencement of the development/ use hereby permitted: (i) A detailed assessment of ground conditions of the land proposed for the sports facility shall be undertaken (including drainage and topography) to identify constraints which could affect playing field quality; and (ii) Based on the results of this assessment to be carried out pursuant to (i) above of this condition, a detailed scheme to ensure that the playing fields will be provided to an acceptable quality shall be submitted to and approved in writing by the Local Planning Authority after consultation with Sport England. The approved scheme shall be complied with in full within 18 months of the commencement of the remainder of the development hereby approved. REASON: In order to provide playing fields to an acceptable standard. |
| 8 | (8) Prior to the commencement of the use a Community Use Scheme shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include details of pricing policy, hours of use, access by non-school users/ non-members, management responsibilities and include a mechanism for review. The approved scheme shall be implemented upon commencement of use of the development. REASON: To make facilities available for community use. |
| 9 | (9) No building spoil shall be deposited on the area of land to be laid out as playing field (as detailed in drawing no. A4102 Rev A) unless expressly required by section (ii) of condition 1 above. REASON: To maintain an acceptable playing field. |
| 10 | (10) No development approved by this permission shall be commenced until a scheme for the provision and implementation of a surface water run-off limitation has been submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented in accordance with the approved programme and details. REASON: To prevent the increased risk of flooding. |
| 11 | (11) Floor levels / flood sensitive equipment should be set at least 300 mm. above ground level. REASON: To protect the development from flooding. |
| 12 | REASON FOR DECISION: The proposed development is considered to be appropriate within the existing boundaries of this school site and seeks to improve the education facilities for the area. The application does not raise any issues in respect of crime prevention or highway safety. The proposal therefore accords with the Council's adopted Development Plan. |
