# Condition Details
1 The proposed development would involve the creation of a significant retail store that would be located outside of the designated Eston District Shopping Centre boundary, as identified in the adopted development plan and the Council's Supplementary Planning Document for Low Grange Farm (2007). The retail impact assessment submitted in support of the application has failed to justify, using the sequential approach, the need for the development to locate outside the defined District Shopping Centre, and therefore, the applicant has failed to establish that the proposed use would not have a detrimental impact upon the vitality and viability of Eston District Centre, contrary to policies CS2, CS3 and CS18 of the Redcar and Cleveland Local Development Framework 2007.
2 NOTE: The following Development Plan Policies were relevant to this decision: Local Development Framework Policies CS1, CS2, CS3, CS18, CS20, CS25, DP2 and DP3 and Supplementary Planning Guidance Appendix 12 of the Redcar and Cleveland Local Plan 1999.
