| 6 | REASON FOR DECISION: The site is within a location that has been allocated in the Council's Local Plan for Class B1 purposes. However given the length of time the building has been empty and the fact that there is little commercial prospect of the building being converted into smaller units, it is considered that the proposed use represents a reasonable way of bringing the building back into use. Furthermore there is a need for additional high quality residential care accommodation within Guisborough. These reasons justify approval of the scheme which is a departure from the Council's adopted Local Plan. The proposed alterations are considered to be acceptable and there is adequate on-site parking available to serve the proposed development. The use will also generate a significant number of jobs. |
