# Condition Details
1 (1) Approval of the details of the siting, design, and external appearance of the building(s), and the landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Local Planning Authority before the expiration of three years from the date of this permission. REASON: To reserve the rights of the Local Planning Authority with regard to these matters.
2 (2) The development hereby permitted shall be begun not later than the expiration of two years from the final approval of the Reserved Matters or, in the case of approval on a different dates, the final approval of the last such matter to be approved. REASON : Required to be imposed pursuant to Section 92 of the Planning & Compulsory Purchase Act 2004.
3 REASON FOR DECISION: The site currently forms part of the garden area of 2 Normanby Road. One of the existing vehicular access onto Normanby Road would be used to access the proposed dwelling which is acceptable in highway terms. The main issue is the potential impact on the mature trees within the site. The application was supported by a tree survey and it was accepted that siting would be considered at the detailed stage. The site is large enough to accommodate an additional dwelling. It is considered that it would not have an adverse effect on the character of the area or the street scene since the area contains a variety of different house types and styles. Furthermore the development would not have an adverse effect on the amenities of adjoining properties. The application does not raise concerns regarding crime prevention.
