| 48 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2, LD1, L6, H5, TO2, ENV25 and ENV26 were relevant to this decision. |
| 49 | REASON FOR DECISION: The proposal accords with the adopted Strategic & Local Plans and the emerging Regional Spatial Strategy and Local Development Framework which seek to develop the Coatham Enclosure site for major leisure and linked housing purposes. The layout and design of the development is considered to be acceptable and will not impact on adjacent residents to an unacceptable degree. The proposal will not result in the loss of public open space and a considerable part of the development will be on previously developed land. It is considered that coastal protection measures could be implemented to mitigate against flood risk and subject to suitable safeguarding conditions, the integrity of the nearby protected sites will not be compromised. There are no highway objections to the proposal as the transport assessment that has been undertaken indicates that subject to some junction and other highways improvements, the existing network can accommodate the additional traffic. Furthermore, the site is well related to existing bus routes and the footpath/cycleway network; and rail links and therefore is accessible by non car modes of transport. The location of the site together with the use of energy efficient building techniques help ensure that the development will be sustainable. The Proposed Development will contribute significantly to the regeneration of Redcar and the wider Tees Valley area. It will play a major role in developing the tourism potential in Redcar. |
