(2) Details of materials to be used on the external elevations of the development shall be submitted to and agreed in writing by the Local Planning Authority prior to the development being commenced. REASON: To ensure the use of satisfactory materials.
(3) Details of materials to be used for all hard surfaces shall be submitted to and agreed in writing by the Local Planning Authority prior to the commencement of the development. REASON: To reserve the rights of the Local Planning Authority with regard to these matters.
(4) No development shall take place at the site until the applicant, developer or their agents or successors in title, has completed the implementation of a phased programme of archaeological work in accordance with a written scheme of investigation first submitted for approval in writing by the Local Planning Authority. REASON: The site is of archaeological interest.
(5) Details of the methods proposed for dealing with surface water flows at this site shall be submitted to the Local Planning Authority for approval in writing prior to the installation of any drainage systems at this site. The approved methods shall be achieved to in their entirety. REASON: There may be insufficient capacity in the existing system.
(6) Full details of all means of enclosure shall be submitted to the Local Planning Authority for approval in writing prior to their construction/installation at this site. The approved scheme shall be implemented in its entirety and thereafter be maintained. REASON: In the interests of visual and residential amenity.
(7) The proposed car parking area shall be marked out in accordance with a scheme first approved in writing by the Local Planning Authority. The car parking shall then be made available prior to the first occupation of any of the accommodation hereby approved. REASON: To ensure the car parking is satisfactorily provided.
(8) No development shall take place within the area indicated until the applicant, or their agents or successors in title, has completed the implementation of a phased programme of archaeological work in accordance with a written scheme of investigation submitted by the applicant and approved in writing by the Local Planning Authority. REASON: The site is of archaeological interest.
REASON FOR DECISION: The site is within the Skelton Conservation Area. This largely vacant site has for a long time marred the appearance of this section of the Conservation Area and its redevelopment in the manner proposed would significantly enhance the appearance of the area. The proposed development with regard to its relationship with adjacent properties is acceptable and will not harm the living conditions of the occupiers of those properties. The site is privately owned and the owner has allowed people to park vehicles on the land on an informal basis. The loss of this informal parking area would not be sufficient justification to refuse planning permission. The siting and design of the proposed development is acceptable and adequate parking can be provided within the site. The scheme therefore accords with the general aims of both national and local planning policy.
NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2, LD1, ENV1, ENV4, ENV12 and ENV15 were relevant to this decision.
