| 8 | Informative Note: The application site is on/close to land that has been identified as having a history of potential contamination. It is not considered that the development proposed will give rise to 'significant risk' to health or pollution of controlled waters. It is recommended, however, that the attention of the applicant be drawn to the risk of contaminants in, on or under the site. |
| 9 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2, LD1, H3 & T6 were relevant to this decision. |
| 10 | REASON FOR DECISION: Permission is sought for the construction of a detached dwelling on land adjacent to 19 Woodlands Road, Normanby. The surrounding area is predominantly residential in character. The A174 Parkway lies to the southeast of this site. Outline planning permission was granted under reference R/2004/1422/OO for a dwelling house and garage on 17 February 2005. The principle of residential development at this site has therefore been accepted. Following the grant of outline planning permission the site has been fenced and severed from the plot remaining at 19 Woodlands Road. This site is located at the southwest end of a residential cul de sac. The houses within this cul de sac comprise a mix of detached and semi detached dwellings where the two dwellings at the northern end of this spur are appreciably larger than their neighbours. The street pattern is irregular and it is noted that the dwelling at no. 11 is forward of the dwelling to its south. It is not considered therefore that the dwelling proposed at the southern end of this spur being forward of its neighbours would prove to be materially harmful to the appearance of the street scene. At just under 9.3 metres at ridge height the height of the dwelling is not excessive. The neighbouring dwelling at 19 Woodlands Drive is approximately 7.5 metres high. The distance between the two properties and the attached side garage that is of a lower height would mitigate its impact upon that particular relationship. This site would represent the extent of development on this side of the cul de sac and as such it is considered that it would appear as an acceptable ‘full stop.’ The issue of highway safety was considered in determining the outline planning permission for this site. No objections were raised at that stage. The Council as Highway Authority advises that in order to ensure satisfactory parking arrangements at this site roller garage doors be installed at the dwelling. This may be achieved by condition. The application proposal does not compromise the aims of the Local Plan with regard to crime prevention. |
