| 3 | (3) Details of all external finishes shall be submitted for approval in writing by the Local Planning Authority prior to development commencing on site. The approved details shall be implemented in their entirety and thereafter maintained. REASON: In the interests of the appearance of the development. |
| 4 | (4) No development approved by this permission shall be commenced until:- (a) The application site has been subjected to a detailed scheme for the investigation and recording of contamination including soil contamination, ground/surface water contamination, landfill gas, leachates and stability as appropriate; (b) Detailed proposals for the removal, containment or otherwise rendering harmless any contamination (the 'Reclamation Method Statement') have been determined through risk assessment and approved in writing by the Local Planning Authority; (c) The works specified in the Reclamation Method Statement have been completed in accordance with the approved scheme; Any contamination not considered in the Reclamation Method Statement but identified during the reclamation works should be subject to further risk assessment and remediation proposals agreed with the Local Planning Authority. A report demonstrating that the works were carried out in accordance with the approved scheme (the 'Validation Report') should be submitted to the Local Planning Authority within 2 months of completion of the development. REASON: The site may be contaminated as a result of past or current uses and/or is within 250 metres of a site which has been landfilled and the Local Planning Authority wishes to ensure that the proposed development can be implemented and occupied with adequate regard to environmental and public protection. |

| 6 | REASON FOR DECISION: The proposed development would be located on and adjoining a building of 'industrial' appearance. This proposed 'flagpole' mast would project above the ridgeline, but would not have an overbearing impact upon the building or the area as a whole. It would not compromise either the character or appearance of the locality. Bearing in mind both the siting and design of the proposed development and the advice contained in Planning Policy Guidance Note 8 (PPG8) entitled 'Telecommunications' and the presence of ICNIRP Certification in the documentation the precautionary actions advised by Central Government with regard to the health aspects of telecommunications development is considered to have been met. It is not therefore necessary for the Council as Local Planning Authority to consider the health effects further. This application has been found to be satsifactory from a highway point of view. The application would not compromise the aims of the Local Plan with regard to crime prevention. |
