(2) Before the development hereby approved is first brought into use, provisions shall be made for the parking of 420 vehicles in the locations marked A and B and 105 spaces in locations marked C and D on the submitted plans accompanying this application received by the Local Planning Authority on 30 September 2005 and thereafter such provision retained. REASON: To ensure adequate car parking provision is provided.
(3) If, following the commencement of this operation, it is shown that a shortfall in parking spaces occurs, further parking areas shall be made available within or close to the site, the number and location of which shall be agreed with the Local Planning Authority and thereafter provided. REASON: To ensure adequate car parking provision is provided.
(4) No charges shall be made for public car parking. REASON: To encourage use of car parks and alleviate on-street parking.
(5) Races on the site shall not take place outside the hours of 1900 to 2200 and only on Thursdays. REASON: To ensure a satisfactory form of development and in the interests of the amenity of the area.
(6) During each race there will be a maximum of 4 rides on the track. REASON: To ensure a satisfactory form of development and in the interests of the amenity of the area.
(7) Practise sessions shall not exceed 6 hours per week and there will be no more than 2 riders on the track at any one time during these sessions. REASON: To ensure a satisfactory form of development and in the interests of the amenity of the area.
(8) All bikes will be statically tested and the results logged prior to being allowed on the track in accordance with the Speedway Control Bureau Regulations. REASON: To ensure a satisfactory form of development and in the interests of the amenity of the area.
(9) The speedway operator will abide by the pyramid framework detailed in 'The Control and Monitoring of Noise from the Proposed Speedway' submitted as part of this application and the noise monitoring will be carried out in accordance with these details. REASON: To ensure a satisfactory form of development and in the interests of the amenity of the area.
(10) Details of the bunding mounds around the speedway site shall be submitted to and approved in writing by the Local Planning Authority and implemented before the use is first commenced. REASON: To ensure a satisfactory form of development and in the interests of the amenity of the area.
(11) No development approved by this permission shall be commenced until: a) a desk top study has been carried out which shall include the identification of previous site uses, potential contaminants that might reasonably be expected given those uses and other relevant information. And using this information a diagrammatical representation (Conceptual Model of the geology and hydrogeology) for the site of all potential contaminant sources, pathways and receptors has been produced. b) A site investigation has been designed for the site using the information obtained from the desk top study and any diagrammatical representations (Conceptual Model of the geology and hydrogeology). This should be submitted to and approved in writing by the Local Planning Authority prior to that investigation being carried out on the site. The investigation must be comprehensive enough to enable: - a risk assessment to be undertaken relating to ground and surface waters associated on and off the site that may be affected, and - refinement of the Conceptual Model, and - the development of a Method Statement detailing the remediation requirements. c) The site investigation has been undertaken in accordance with details approved by the Local Planning Authority and a risk assessment has been undertaken. d) A Method Statement detailing the remediation requirements, including measures to minimise the impact on ground and surace waters, using the information obtained from the Site Investigation has been submitted to the Local Planning Authority. Post remediation sampling and monitoring results shall be included in the report to demonstrate that the required remediation has been fully met. Future monitoring proposals and reporting shall also be detailed in the report. REASON: To protect Controlled Waters by ensuring that the remediated site has been reclaimed to an appropriate standard.
