(1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
(2) The proposed window in the existing dining room shall be top opening only and obscure glazed throughout and maintained as such at all times. REASON: In the interests of the amenity of the occupier of 4 Cornwallis Close.
(3) The external elevations of the extension shall be constructed in materials to match those of the existing building. REASON: In the interests of the appearance of the development in the locality.
NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and H10 were relevant to this decision.
REASON FOR DECISION: The scale and design of the proposed extensions respect the character and appearance of the existing dwelling. It is therefore considered that the development will not adversely affect the street scene. Furthermore, given that the proposed side window will be obscure glazed the potential for overlooking and loss of privacy will be minimised. The relationship of the extensions to adjoining properties is considered acceptable and will not cause significant harm to the amenities of local residents. Adequate on-site car parking can be provided and therefore the application does not raise any issues of highway safety. The proposal therefore accords with the Council's Local Plan.
