| 4 | (4) All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the occupation of the buildings or the completion of the development, whichever is sooner, and any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species unless the Local Planning Authority gives written consent to any variation. REASON: To ensure the satisfactory implementation of the approved scheme in the interests of the visual amenities of the locality. |
| 5 | (5) Prior to the commencement of the development, details of the methods to be used to protect the existing trees on the site from construction work shall be submitted to and approved in writing by the Local Planning Authority, and such measures as approved shall be carried out before the development commences and maintained throughout the period of construction until the completion of the development. REASON: To ensure that existing trees/hedges on and adjacent to the site which are to be retained, are protected from vehicles and works involved in the construction of the development. |
| 6 | (6) Details of the mound at the northern end of the site to the rear of Mackie Drive which is to be reprofiled shall be submitted to and agreed in writing with the Local Planning Authority before these works commence. REASON: In the interests of the amenities of nearby residents. |
| 7 | (7) No trees shall be removed without the prior approval of the Local Planning Authority. As part of the landscaping scheme to be approved, consideration should be given to moving and replanting specimen trees and shrubs as far as is possible. REASON: In the interests of the amenities of the area. |
| 8 | (8) Details of the disabled parking and cycle parking shall be submitted to and agreed in writing with the Local Planning Authority. REASON: To ensure a satisfactory form of development. |
| 9 | NOTE: Redcar and Cleveland Local Plan Policies GEN1 and GEN2 were relevant to this decision. |
| 10 | REASON FOR DECISION: The proposed development will improve educational facilities for the College and Askham Bryan. It is considered that the proposed development will not cause significant harm to the amenities of local residents or adversely affect the character or appearance of the area. The proposed parking and circulation arrangements represent a considerable improvement on the existing situation and will improve highway safety. The proposal does not raise issues in respect of crime prevention. The proposal accords with the Council's adopted Local Plan. |
