(1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
(2) The external elevations of the extension shall be constructed in materials to match those of the existing building. REASON: In the interests of the appearance of the development in the locality.
(3) Prior to the commencement of the development hereby approved, revised plans showing a half hipped roof (rather than the gable) shall be submitted for approval in writing by the Local Planning Authority. The approved roof detail shall be implemented in its entirety. REASON: In the interests of visual amenity.
NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and H10 were relevant to this decision.
REASON FOR DECISION: Permission is sought to construct a two-storey side extension at 40 Ormesby Road, Normanby a two-storey semi detached dwelling located on the north side of Ormesby Road. The surrounding area is predominantly residential. With regard to the appearance of the area the proposed extension has been found to be satisfactory in all respects bar the formation of a side gable. To mitigate this a half hip has been agreed. Amended plans have been requested, however, it is considered that this minor alteration may be achieved through the imposition of a planning condition. The adjacent dwelling, 38 Ormesby Road, has a blank western flank wall. Whilst it is noted that the application property modestly extends beyond the rear elevation of 38 Ormesby Road it is considered that the resulting relationship would not create conditions prejudicial to the living conditions of the occupiers of the adjacent dwelling. The relation ship with other nearby dwellings is satisfactory. The dwelling would retain the existing vehicle access and continue to have car parking space available for two cars. No harm to highway safety is therefore envisaged. Kerbside parking is unrestricted outside this and neighbouring properties. This application does not raise issues regarding the rime prevention aims of the Local Plan.
