| 1 | REASON FOR DECISION: The proposed development is on land to the southwest of a reservoir and electricity pylon on land at Grange Farm, Micklow Lane, Loftus. The site is outside the limits of development notated 'white' land on the proposals map i.e. it is presumed the existing land uses would remain. This development is one of the exceptions identified by Policy LD1 regarding rural restraint. The coverage plots indicate where the 3G service is deficient and this is not disputed. The difficulty in securing sites in the area is noted. It is considered that bearing in mind the location constraints, the proposed site represents the optimum available. With regard to health concerns reference should be made to Planning Guidance Note 8. The applicant has confirmed that the development would be ICNIRP compliant. The Council as Highway Authority has noted that the developer proposes to utilize an existing access and as visits to the site are likely to be minimal no objections are raised on highway safety grounds. This development would not compromise the crime prevention aims of the Local Plan. |
