# Condition Details
(1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
(2) The premises shall only operate between the hours of 09.00 and 22.00 each day. REASON: In the interests of the amenities of the area.
NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2, SH6 and SH11 were relevant to this decision.
REASON FOR DECISION: Planning permission is sought for the change of use of 18 Station Street, Saltburn from an existing newsagent (A1 Use Class – Retail) to a betting office (A2 Use Class – Financial Services). The application site is within Saltburn Town Centre as identified on the proposals map of the Local Plan. Policies relevant to determining this proposal are GEN1, GEN2, SH6, SH11. These policies seek to maintain the viability and vitality of the town centre subject to acceptable impacts of any proposals on the character and amenity of the locality. Saltburn Town Centre is an existing commercial centre. The site is located within the identified town centre. The proposed commercial use is considered appropriate for the site and the two centre. It is not considered that the proposed use would have such an adverse effect on the amenity of the environment so as to warrant a refusal of permission. The concerns raised by the consultation response letters have been considered. It is not considered that the proposed use will lead to any discernible increase in anti-social behaviour, crime, litter, car parking, noise or other inconvenience. It is not considered that the loss of an A1 Retail use will have any discernible adverse effect on the town centre; there are existing retailers which provide similar services. It is considered that a betting office is an acceptable use in this conservation area commercial centre. It is considered that the proposed occupier is suitable for this building and this location. It is not a material planning issue that there is an existing betting shop nearby. The treatment of the building its self, any displays, advertising or external alterations will be considered under a later application should this change of use proposal be approved. Any alterations will be carefully considered by Redcar and Cleveland Borough Council.
