8 REASON FOR DECISION:Permission is sought for the conversion of the former URC, West Road, Loftus into 7 apartments (four 2 bedroomed apartments and three 1 bedroomed apartments). This site is located on the north west corner of a light controlled junction of West Road/Station Road/Zetland Road and Westfield Terrace. The site is within both Loftus Conservation Area and the District Shopping Centre as identified in the Redcar and Cleveland Local Plan 1999 (Policies ENV1 and SH1 respectively). Other Policies of the Local Plan considered relevant in the determination of this proposal are GEN1, GEN2, ENV4, H11 and T6. These policies generally seek to achieve development that respects the character and appearance of the area; that respects local residential amenity and that does not compromise highway safety or the crime prevention aims of the Local Plan Policy H11 with particular regard to conversions to flats requires that seven criteria should be met, those criteria are outlined above. The church building is located within the main shopping area of Loftus at the junction of a busy junction where commercial uses are in evidence on the ground floor of premises fronting both West Road and Zetland Road in close proximity to the site. Uses at first floor comprise a mix of storage, commercial and residential flats. Within close proximity to the commercial frontages can be found residential properties such as Westfield Terrace immediately adjoining the church premises at its north side. The proposed conversion would not compromise the mixed character of the area or due to the modest alterations compromise the appearance of the building or the wider area. No harm to the special character or appearance of Loftus Conversion Area would result. The church building is a substantial corner building where due to vacancy it has become a target for vandalism and where an appropriate use to achieve occupancy would be welcomed. The proposed conversion to seven apartments would not be incompatible with the mixed nature of the locality bearing in mind the building adjoins a residential terrace. Insulation of the building would be required through the Building Regulations. The provision of new residential accommodation within the limits of development and close to good public transport links and local services is also an important aim of national planning policies. With regard to the impact upon the local highway network as noted above a use of this building would be welcome in order to halt its decline and secure its improvement. No parking is provided at this site. Whilst it is acknowledged that on street parking is at a premium within the vicinity of the site; its use to provide seven units of accommodation would be likely to put less pressure on the existing network than its re-use for authorised uses could generate. Uses such as a place of worship, clinics, crèches, day nurseries; church halls; art galleries, exhibition halls, non residential education and training centres could be undertaken at the premises without requiring planning permission. The use of the premises as residential apartments would not compromise the aims of the Local Plan with regard to crime prevention. With regard to the potential flooding of the building; the applicant’s agent has advised that there will be a full appraisal of the efficacy of the existing pump and sump and an upgrade will be undertaken if necessary.
9 NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2, ENV1, ENV4, H11 and T6 were relevant to this decision.
