| 7 | REASON FOR DECISION: This site has been the subject of two previous planning applications. R/04/706/00 – Outline application for a detached dwellinghouse Granted 7 September 2004 This application related to the existing side garden of 1 Fanacurt Road. The principle of residential development was considered acceptable subject to the approval of the reserved matters (the current application). R/2004/1292/FF – Extension of residential curtilage land to the rear of 1 Fanacurt Road This application related to the inclusion of a triangular plot of land (296 sq. m) to the rear of the side garden to ‘square off’ the plot. It was considered that in policy terms the loss of this relatively small area of land to residential curtilage would not jeopardise the future implementation of the recreational area or pedestrian link as allocated in the Local Plan. The remainder of the land to the north would still ensure a continuous link along the Hutton Beck. The application for reserved matters deals with the approval of the details of the scheme following the principle of development being approved earlier. The original siting of the dwelling has been revised following discussions with Northumbrian Water and the applicant. This has allowed the siting of the building closer to the Northumbrian Water main sewer than originally agreed which has meant that the whole of the building has been moved off the land that was the subject of the curtilage extension granted previously. The proposal is for a large double fronted two storey house with a separate double garage traditional in appearance with a hipped roof. The roof space will be utilised for bedroom and study area by the use of velux type windows within the roof slope. The dwelling will be located centrally on the plot but set off at an angle in order to avoid encroachment over the main sewer which runs diagonally across the site. The south west corner of the house is approximately 5m from the boundary onto Fanacurt Road and 11.5 m from the south east corner of the dwelling. In response to the objections the applicant has stated that: a) The size of the property is similar to most other properties on the northern side of Fanacurt Road and the footprint is smaller than No 3 and No 7 Fanacurt Road. b) The design is similar to properties being built by Charles Church. Different designs should be incorporated in an area. c) The dwelling is not set back excessively and in some cases is closer to the road than other properties in Fanacurt Road. d) The floor level of the proposed house will be approximately 3-4 metres below the floor level of the properties opposite most affected by the proposal. These residents have not objected and are supportive. The properties on Fanacurt Road particularly on the northern side are individual in design and have been altered over the years with additions. There is no formal building line because of the bend in the road and the general topography. The dwellings in this location are also screened by heavy planting to the front. It is not considered that the position of this dwelling will have an adverse impact on the general street scene and will be seen as an individual designed dwelling within a location of different styles. The existing landscaping will afford a level of softening, which can be supplemented if necessary by further landscape measures. The design of the building and the number of windows in any elevation so long as it is in proportion should not be a reason to refuse this application. The appearance of the dwelling is acceptable in design terms and is not exceptional in appearance in this location of post- war houses. Although the property includes a second floor this has not increased the overall height of the building substantially as use has been made of the roof space by the use of roof lights and will not be seen prominent as they appear in the same plane as the roof slope. In conclusion therefore this scheme is considered acceptable in this location. |
