As this is a householder application, in the event of an appeal against a refusal of planning permission, which is to be dealt with on the basis of written representations, any representations made about this application will be sent to the Secretary of State, and there will be no further opportunity to comment at appeal stage.

| 5 | REASON FOR DECISION: Permission is sought for a two-storey side extension and the formation of a car parking area at 3 Springhead Terrace, Loftus. This site is within the Conservation Area. It is considered that Policies GEN1, GEN2, H10, ENV1 and ENV4 provide the basis for determining this proposal. These policies seek to achieve development that preserves or enhances the Conservation Area, that respects local residential amenity and that does not compromise highway safety or the crime prevention aims of the Local Plan. With regard to the impact upon the character and appearance of the area, the Conservation and Design Manager has advised that the proposal is a well thought out solution to the extension of the application property as it follows the principles set put in the design guidance both with regard to the existing dwelling and the street scene as a whole. Final widow detailing and proposed materials would need to be agreed and a means of improving the area of unrelieved wall to the rear of the car parking area would be required. This may be achieved by condition in the event planning permission is granted. With regard to local residential amenity, the juxtaposition with property to the north and south due to the existing levels and built form is such that no harm to the amenity is envisaged. With regard to the property on the opposite side of the road to the south east of the application building taking into account the relationship between the two properties; levels changes and the window designs and positions it is considered that there will be no direct overlooking resulting in loss of privacy that could justify a recommendation for refusal of planning permission. The provision of off street parking is to be welcomed, in order to achieve adequate visibility a condition requiring the installation of mirrors is considered to be necessary. This would then negate the need to lower boundary walls. The application does not raise concerns regarding the crime prevention aims of the Local Plan. |
