| 4 | REASON FOR DECISION: Permission is sought to extend 11 Heysham Grove, Redcar a detached two-storey dwelling located on the north side of this residential cul de sac. The surrounding area is predominantly residential in character. At the eastern end of this cul de sac there are houses on the north side only. It is considered that Policies GEN1, GEN2 and H10 of the Local Plan provide the basis for determining this application. These policies seek to achieve development that respects the character and appearance of the area; that respects local residential amenity and that does not compromise highway safety or the crime prevention aims of the Local Plan. This part two/part single storey extension is restricted to the rear of the property and will be open to distant views between dwellings. Although the single storey element has an irregular shape it is not considered the proposal would have a detrimental impact upon the character or appearance of the area. The application proposes a part single storey/part two-storey extension at the side rear of this detached dwelling. The single storey element would wrap around the east side of the building and continue for the whole width of the dwelling except for the area occupied by the two-storey element. The two-storey element is set in from each of the two sides of the dwelling. The roof of the single storey element would be angled away from both boundaries. A high level window is proposed within the eastern elevation of the single storey element to serve a WC. The new window proposed within the first floor east elevation of the existing property would be obscure glazed. The property at no.15 has a garage adjacent to the boundary; at the rear of this in the side elevation there is a kitchen door enclosed by a large porch/conservatory. It also has a first floor landing window. Bearing this in mind and taking into account the juxtaposition of these two dwellings it is considered that it would be difficult to sustain a reason for refusal on residential amenity grounds. With regard to other nearby property the relationship is such that no material harm to the living conditions of other residential occupiers is envisaged. This application does not raise concerns with regard to highway safety or crime prevention. |
| 5 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and H10 were relevant to this decision. |
