| 1 | (1) The development to which the permission relates must be begun not later than: i) The expiration of five years from the date of the grant of outline planning permission, or ii) If later, the expiration of two years from the final approval of the reserved matters or, in the case of approval on different dates, the final approval of the last such matter to be approved. REASON: Required to be imposed pursuant to Section 92 of the Town and Country Planning Act 1990. |
| 2 | (2) No development shall take place until the scheme of improvements to the adjoining playingfields and pavillion have been submitted to and agreed with Local Planning Authority. The scheme shall include details of the phasing of these works and the works shall comply with Sport England Technical Design Guidance. REASON: To ensure that adequate playingfields are maintained in the future. |
| 3 | (3) No development shall be commenced until a scheme for the disposal of drainage has been submitted to and approved in writing by the Local Planning Authority. Thereafter no part of the development shall be occupied or brought into use until the approved scheme has been fully implemented. The scheme shall be retained throughout the life of the development unless otherwise agreed in writing with the Local Planning Authority. REASON: To prevent pollution of the water environment. |
| 4 | (4) Prior to being discharged into any watercourse, surface water sewer or soakaway system, all surface water drainage from parking areas and hardstandings shall be passed through an oil interceptor installed in accordance with a scheme previously submitted to and approved in writing by the Local Planning Authority. Roof water shall not pass through the interceptor. REASON: To prevent pollution of the water environment. |
| 5 | () The premises shall not be used for any purposes other than a purpose within Class A1 of the Schedule to the Town and Country Planning (Use Classes) Order 1987, or an equivalent provision to the Class in any Statutory Instrument revoking or re-enacting that Order. REASON: The Local Planning Authority would wish to give further consideration to other uses within the specified Class(es) in the location. |
| 6 | (6) Prior to the commencement of any works on site, a settlement facility for the removal of suspended solids from surface water run-off during construction works shall be provided in accordance with details previously submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be retained throughout the construction period. REASON: To prevent pollution of the water environment. |
| 7 | (7) Details of the fencing to the hospital site and the playingfields shall be submitted to and agreed in writing with Local Planning Authority and thereafter installed in accordance with the agreed details. REASON: To ensure a satisfactory form of development. |
| 8 | (8) Prior to the commencement of development a specialist turfgrass consultant shall undertake a detailed assessment of playing field quality. A detailed drainage and maintenance scheme based upon the detailed assessment shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The playing pitches to be re-provided as a result of the development must be provided and useable prior to the loss of the existing facilities. REASON: To ensure that adequate playingfields are available at all times. |
| 9 | (9) New discharges of foul and surface water must be on separate systems. Surface water discharges must be prevented from entering the public surface water or combined sewers. REASON: To ensure a satisfactory form of development. |
| 10 | (10) Approval of the details of the design and external appearance of the building, the means of access thereto and the landscaping of the site (hereinafter call the "reserved matters") shall be obtained from the Local Planning Authority before the expiration of three years from the date of this permission. REASON: To reserve the rights of the Local Planning Authority with regard to these matters. |
| 11 | (11) The development shall not be brought into use until a right-turn facility, crossing facility and emergency access to the development have been installed on West Dyke Road to the satisfaction of the Local Planning Authority. REASON: In the interests of highway safety. |
| 12 | (12) Details of improvement works to the West Dyke Road/Kirkleatham Lane junction shall be submitted to and agreed with the Local Planning Authority and the development shall not be brought into use until these works have been implemented to the satisfaction of the Local Planning Authority. REASON: In the interests of highway safety. |
| 13 | (13) Should charges for parking within the site be introduced, the developer shall fund the introduction of a residents parking zone and contribute to the on-going enforcement costs in patrolling the area in accordance with a scheme to be agreed with the Local Planning Authority. REASON: In the interests of highway safety. |
| 14 | (14) Details of the cycleway link around the southern perimeter as indicated in the Transport Assessment should be submitted and agreed with the Local Planning Authority and implemented in accordance with the agreed scheme prior to the use hereby commencing. REASON: To ensure a satisfactory form of development. |
| 15 | (15) No development shall take place unless in accordance with the findings of the flood risk assessment prepared by White Young Green dated May 2005 (reference A019944). REASON: To prevent an increased risk of flooding. |
| 16 | (16) An accoustic assessment shall be submitted as part of the detailed planning application. REASON: The site is close to residential properties. |
| 17 | REASON FOR DECISION: It was considered that the new unit will be of considerable benefit to the residents of Redcar and East Cleveland, replacing outworn facilities and improving and extending the range of health services available. This is in line with national and local planning policy. Although the scheme incorporates an area of playing fields, mitigation measures are proposed whereby adjoining playing fields will be upgraded / improved. Furthermore with suitable highway improvements, the potential to have an adverse effect on highway flows and safety will be minimised. The detailed design of the building will be the subject of a further application and the relationship with adjoining residential properties will be fully considered at that stage. |
