# Condition Details
(1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
REASON FOR DECISION: Planning permission is sought for a two storey rear extension at 11 East Farm Close, a detached two storey dwelling located on the northeast side of East Farm Close, Normanby a residential cul-de-sac. It is considered that Policies GEN1, GEN2 & H10 provide the basis for determining this application. The size, design and location is such that no harm to the character or appearance of the area would result. With regard to local residential amenity, the proposed extension would be positioned on the northern extremity of the property and as such would not harm the dwelling to the southeast provided the first floor window facing that property is obscure glazed. With regard to the property to the north, this property is approximately 2 metres away from the application property and extends further back than the application property. Given the siting, design and size of the proposal no material harm to residential amenity is envisaged. Due to the proximity to the dwelling to the rear it is considered that the proposed first floor rear window should be partially obscured to avoid overlooking and loss of privacy in either direction. No harm to other property in the vicinity is envisaged. The application does not raise concerns regarding either highway safety or crime prevention.
NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and H10 were relevant to this decision.
(2) The first floor window in the south east elevation of the development, and any subsequent replacement, shall be glazed throughout with obscure glass and thereafter retained to the satisfaction of the Local Planning Authority. REASON: To safeguard the living conditions of the occupants of adjacent residential properties.
(3) The first floor window in the north east elevation of the development, and any subsequent replacement, for the bottom two-thirds, shall be glazed with obscure glass and thereafter retained to the satisfaction of the Local Planning Authority. REASON: To safeguard the living conditions of the occupants of adjacent residential properties.
