1 (1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
2 REASON FOR THE DECISION: The Pride in Eston Ward Forum have put forward this scheme as a measure to reduce anti-social behaviour which has been an issue in the Eston Square area for some time, this has included vandalism, thefts, drinking dens and vehicular movements (motorbikes). The gates are specifically designed for the locations and will be 2.4 metre high painted steel with arrow head tops. The gated alleyways to the rear of Gladstone Street and a partial blocking off of the rear of the High Street alley will deter the through traffic / pedestrians to the rear of properties. The installation of the alleygates and the pedestrian gate as proposed will mean that there will be a single point of access and egress to the area immediately in front of Eston Glass. Access or egress to and from Gladstone Street and the alleyway will be restricted to key holders. Previous experience has shown that reducing the points of access make such areas less attractive for those engaging in anti-social behaviour. This is due to perpertrators being 'trapped' should police officers or wardens enter the area. The installation of the gates can only be beneficial to businesses in the vicinity by improving security and reducing incidents of anti-social behaviour whilst contributing to the built environment.
