1 (1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
2 NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and T8 were relevant to this decision.
3 REASON FOR DECISION: Permission is sought to construct a two HGV lay bys at Eston road and Whitworth Road with associated signs. The objection relates to the lay by at Whitworth Road. The proposal related to Policy T8 of the adopted Redcar and Cleveland local plan is relevant to this proposal. This policy seeks to provide parking facilities for HGV’s in industrial areas. Technical Services section have not highlighted any concerns with the application from a highway point of view. The principle of providing HGV lay bys in these locations is acceptable in planning terms and would not have a detrimental affect upon the amenity of adjoining sites or the industrial estate, and would in fact improve the traffic flow within the area by providing facilities for HGV’s to park without hindering traffic movement.
