| 7 | REASON FOR DECISION:Permission and consent is sought to extend and alter 33 High Street, Loftus a mid terrace Grade II listed building located on north west side of the High Street, Loftus. The site is within Loftus Conservation Area. It is therefore considered that Policies GEN 1, GEN 2, ENV 1, ENV 4, ENV 10 and H10 of the Local Plan provide the basis for determining this application. Local Planning Authorities are required by section 66 (1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 in considering whether to grant planning permission for development which affects a listed building or its setting, to have special regard to the desirability of preserving the building or its setting or any features of architectural or historic interest which it possesses. The Authority is also required by S72 of the Act to pay special attention to the desirability of preserving or enhancing the character or appearance of the Conservation Area. The application as originally submitted was for a two storey rear extension which would have had an adverse impact on adjoining residents. Following discussions with your officers the scheme has been modified to a single storey extension. The revised plans indicate the use of natural stone headers, the use of timber sliding sash windows and the retention of the staircase as requested. It is considered that the extensions / alterations proposed in these applications would not compromise either the integrity of the building or Loftus Conservation Area. Members will note that a number of conditions are advised to ensure satisfactory detailing of the work proposed. With regard to local residential amenity; the revised proposal is for a single storey rear extension that would have a pitched roof. The extension would be set in from the boundary; its position and size such that it is considered it would not prove materially harmful to the living conditions of the occupiers of the adjoining residential property, 34 High Street, Loftus. The distance from other residential property is such that no material harm to those properties is envisaged. This application does not raise concerns regarding either highway safety or the crime prevention aims of the Local Plan. It should be noted that works to a number of features of historical interest have already been carried out on the property and that action is being considered through the enforcement regime to address this. |
| 8 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2, ENV1, ENV4, ENV10 & H10 were relevant to this decision. |
