| 1 | The proposed building by virtue of its size and location would compromise a conspicious and intrusive feature to the detrimental of the amenities of the area. |
| 2 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and LD1 were relevant to this decision. |
| 3 | REASON FOR DECISION: Whilst planning permission is often not required for agricultural buildings (dependent upon their size and location) in this instance permitted development rights have been removed by an Article 4 Direction. The Direction was made following the erection of a large agricultural building on the adjoining land at Black Bridge in order to be able to control the further development of such buildings along the Redcar Road frontage. The agents for the application have indicated that his client wishes to establish a vegetable growing enterprise on the land. A farm building is proposed in which equipment and machinery would be stored and to provide a covered packing/storage area for produce. It is intended that local retailers would be approached to sell produce as a locally grown product. Initially it is anticipated that there would be approximately 10 vehicle movements each day which would rise to 30 once the business develops. Whilst both national and local policies encourage the promotion of agricultural enterprises, the main issue in respect of this application is the position of the proposed building. The Article 4 Direction was specifically imposed to control the development of buildings along the Redcar Road frontage. Discussions have taken place with the agent in an attempt to agree a more appropriate location for the building ie. to the south of Bridge Farm (the nursery operation). The agent maintains that positioning the building here would result in the loss of productive land whereas the site proposed has been disturbed by sewer installations; would be less prominent in the landscape since it would be viewed against the railway embankment and does not infringe on views from the properties on Cleveland View. It is accepted that the building is necessary for agricultural purposes and therefore meets one of the exceptions criteria for development outside the limits to development. However, due to its location close to the Redcar Road frontage I consider that the building would compromise a conspicuous and obtrusive feature to the detriment of the amenities if the area and nearby residents. I would there recommend that the application be refused. |
