| 3 | REASON FOR DECISION: The upper and lower buildings of the Cliff Lift are grade II* listed buildings, which together with the tracks and carriages themselves are of major importance to the special character of Saltburn Conservation Area. The proposal is to install floodlighting and amenity lighting which will enhance the night-time appearance of the Cliff Lift. The Pier and the Chalets are also to be floodlit as part of the same scheme, thus creating a significant impact that will help extend the public use of the Lower Promenade into the evening. The Cliff Lift is effectively a part of Saltburn Pier, in that it is part of the approach from the town to the pier. It provides both an anticipatory view of the pier when viewed from the cliff-top prior to taking the lift down and an exciting introductory journey to the pier. The Cliff Lift is also viewed from both the deck of the pier, the adjacent beaches and the promenade. Lighting the cliff lift track, carriages and buildings together with the pier, will at night emphasise the intrinsic links between the two seemingly individual features. Lighting the railway track in blue will relate both to the water-driven means of power for the Cliff Lift and to its functional link to the pier. The lit feature of the rail track, being blue and linear against the dark cliff will be an apparent counterpoint to the pier deck in darkness against a backdrop of lighted sea and beach. The lighting design has been developed in consultation with English Heritage and it is considered that the proposed works will add a subtle extra dimension to the appearance of the Cliff Lift without compromising its historic or structural integrity. All components are to be selected to be suitable for use in marine environments, to be vandal resistant and have low energy consumption and low maintenance. These proposals relate to the implementation of part of the 'Feature Lighting' component of the Council's 'Lighting Strategy,' the purpose of which is as follows: - ¨ To raise the area's profile ¨ To enhance community pride, and ¨ To attract visitors, businesses and employment opportunities into the area. It is intended that this work will be carried out in conjunction with the provision of CCTV surveillance in the Lower Promenade car park - a prime tourist and key access site in the Borough context. Successful implementation of the scheme will serve as a beacon for the 'Feature Lighting' of future sites throughout the Borough. |
