| 3 | REASON FOR DECISION: The site comprises the building which is used for retailing DIY products and the associated open storage area to the rear. Vehicular access is off the main road. Whilst the site is clearly a brownfield site it is outside the limits to development as set out in the Council’s adopted Local Plan. Policy LD1 of the Plan states that development beyond the limits to development will only be allowed in exceptional circumstances eg. essential for the needs of agriculture or forestry. In support of the application the applicant’s agent maintains that:- (i) Redevelopment with housing would result in a visual improvement of the locality. (ii) Housing will be a more compatible use for the site in land use terms and would result in a reduction in traffic. (iii) Site is well related to existing pattern of development with ready access to public transport. (iv) Site could be sub-divided into smaller units which would further intensify the use. Whilst there is residential development on the northern side of the road, the site is separated from existing housing by the road and the surrounding open land. The site cannot be considered to be a rounding off of development. In this respect any new housing on the site would be poorly related to existing development. Whilst each application is judged on its particular merits allowing development on this site would establish a precedent for developing outside the limits to development. The appropriate approach would be to consider the site as part of the review of the Local Plan. Extending the limits to development for housing purposes would need to be justified in terms of need and sequential approach and this should be done on a comprehensive rather piecemeal matter. The proposal is contrary to current Local Plan policy and approval would be premature pending the Local Plan Review. Accordingly I would recommend that the application be refused. |
