4 (4) The car parking spaces for Plot 1(a) shall be reconfigured in accordance with a scheme to be agreed with the Local Planning Authority. REASON: To ensure a satisfactory form of development.
5 NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2, LD1 and H3 were relevant to this decision.
6 REASON FOR DECISION: The principle of residential development on this site with vehicular access off East Crescent has been established by virtue of the previous consents. Development of the site is well underway. The current application re-instates a terrace form of development at the eastern end of the site resulting in an overall number of nine dwellings on this site. The design of the proposed dwellings and the relationship to existing dwellings is considered acceptable. Two on-site parking spaces are provided for each dwelling. Furthermore the new access road on to East Crescent has been designed to the local authority’s standards and therefore there are no highway objections to the revised proposal. Whilst appreciating the concerns of local residents regarding the on-street parking problems which already occur, given that each of the new dwellings has adequate on-site parking and the new access road will provide a further turning area for all vehicles, I consider that one additional dwelling on the site would be acceptable. The scheme also includes a proposal to demolish and redevelop the former candle factory for a single storey dwelling. Vehicular access would be from Victoria Terrace with two parking spaces being provided at the front of the dwelling. The Town Council has indicated that they consider the building to be of historical interest. I understand from Technical Services that the building is in a dangerous condition and should be demolished as a matter of urgency. Given the level differences demolishing the old factory and leaving the site vacant could result in safety issues. A single storey unit with on-site parking would reduce the impact on the existing and proposed properties. Furthermore the bungalow has been designed to minimise the overlooking of adjoining properties. On the basis that on-site parking is proposed there are no highway objections to this element of the scheme. It is considered that the application is acceptable.
