| 1 | (1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990. |
| 2 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and H10 were relevant to this decision. |
| 3 | REASON FOR DECISION: Permission is sought to raise the height of the roof and insert four ‘velux’ type windows with its rear slope at 17 Hauxley Close, a detached bungalow located within an established residential area. It is considered that Policies GEN 1, GEN 2 and H 10 provide the basis for determining this proposal and they seek to achieve development that respects the character and appearance of the area; that respects local residential amenity and that does not compromise highway safety or the crime prevention aims of the Local Plan. The cul de sac and its immediate surroundings comprise both two storey detached dwellings and detached bungalows. There are houses to the north and south of the detached bungalow the subject of this application. In this location it is not considered that the proposed development would compromise the character and appearance of the area. With regard to local residential amenity; the bungalow is located to the north of 19 Hauxley Close a detached house where there is a ground floor window within the garage on the northern elevation. The bungalow is set back behind the front of this dwelling and projects rearwards of it. However, given the relationship between these two properties no harm to residential amenity is envisaged. Part of the side elevation of the application bungalow is within approximately 12.5 metres of the rear of 8 Beadnell Way, a detached house to the north and thus within the 13 metres minimum separation distance advised in the Local Plan for side elevations to rear/front elevations on new estates. Despite this it is considered that given the relationship between the two properties it would be difficult to sustain a refusal on residential amenity grounds. For the same reasons it would be difficult to warrant a recommendation for refusal due to the impact upon 6 Beadnell Way also to the north. This application does not raise issues concerning either highway safety or crime prevention. |
