# Condition Details
1 The proposed two storey extension due to its size, design and location would be detimental to the character and appearance of the area and is thereby contrary to the aims of Policies GEN1 and H10 of the Redcar and Cleveland Local Plan 1999.
2 NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and H10 were relevant to this decision.
3 REASON FOR DECISION: Permission is sought to extend 139 Broadway East, Redcar a two storey semi-detached dwelling located within an established residential area. As such it is considered that Policies GEN1, GEN2 and H10 of the Local Plan provide the basis for determining this proposal. These policies seek to achieve development that respects the character and appearance of the area; that respects local residential amenity and that does not compromise highway safety or the crime prevention aims of the Local Plan. The proposed two storey extension would be set in from the boundary with 141 Broadway East by approximately 150mm. No set back from the front elevation of the property is shown on the submitted plans. It is considered that a 150mm gap is insufficient to prevent the appearance of a ‘terracing’ effect should the adjacent dwelling be extended in a similar manner. A set back has been requested, but the applicant has declined to amend the plans. Further, the extension as proposed would form a side gable where the existing dwelling has a hipped roof as do those in close proximity to the site. A request was also made that the roof to hipped, but the applicant has declined to amend the plans. The design would therefore be detrimental to both the appearance of the dwelling and the character and appearance of the locality in general. The proposed porch/canopy addition would not due to its sign and location prove harmful to the character or appearance of the area. Similarly, the simple design of the rear garden room extension would not compromise the character or appearance of the area. With regard to local residential amenity, the adjoining property 137 Broadway East has a rear conservatory extension adjacent to the party boundary it is therefore considered that the proposed garden room would not so materially impact upon the living conditions of that property to warrant a refusal of planning permission. 141 Broadway East has a single storey extension to the rear of a side garage and has windows at the side and rear. It also has a landing window within the first floor flank elevation. As the rear extension has a window within its rear wall and the side elevation window currently ‘borrows’ light at the side it is not considered the proposal warrants a recommendation for refusal. The impact on other neighbouring property is such that no material harm to the occupiers is envisaged. The existing vehicular access and a hardstanding would remain. No harm to highway safety is therefore envisaged. This application does not erode the crime prevention aims of the Local Plan.
