| 7 | REASON FOR DECISION: Permission is sought to extend 7 Atherstone Drive, Guisborough a two storey semi detached dwelling located within an established residential area. It is considered that Policies GEN1, GEN2 and H10 of the Local Plan provide the basis for determining this proposal. These policies seek to achieve development that respects the character and appearance of the area; that respects local residential amenity and that does not compromise highway safety or the crime prevention aims of the Local Plan. Firstly, with regard to the character and appearance of the area, this application proposes extensive alterations to the property. They are, however, designed in a manner that reflects the features of the existing dwelling and due to the location of the property ie. at the end of a cul-de-sac with a wide side garden it is not considered that the development would constitute overdevelopment to the detriment of the character or appearance of the area. With regard to local residential amenity; the proposed extensions are restricted to single storey adjoining an existing single storey extension at 8 Atherstone Drive and the other elements of the proposal are sufficiently distant from this neighbour that material harm to the living conditions of the occupiers of that property is not envisaged. Regarding properties to the rear, the submitted plans indicate that the new windows at first floor will serve an en suite bathroom and a bathroom only, loss of privacy by way of overlooking will not therefore result. The proposed additions are no closer to properties on the opposite side of the cul-de-sac and would not therefore harm the living conditions of the occupiers of those properties. A garage is proposed as part of this proposal and the existing access would be maintained. No objections are raised on highway grounds. This application does not raise concerns regarding the crime prevention aims of the Local Plan. The problems with encroachment are land ownership issues with which the planning system cannot become involved. The Committee agreed the application for the reasons outlined above. |
