| 25 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2, H1, H2 and T6 were relevant to this decision. |
| 26 | REASON FOR DECISION: Permission is sought for the erection 51 houses together with associated roads on land at Church Hill, Skelton. The land was subject to an earlier outline planning permission granting consent for substantial residential development at Church Hill. It is considered that Policies GEN1, GEN2, H1, H2 and T6 provide the basis for determining the proposal. Policy H1 identified the site as being allocated for new housing development. The other policies seek to achieve development that respects the character and appearance of the area; that achieves a satisfactory layout and design; that respects residential amenity and that does not compromise highway safety or the crime prevention aims of the Local Plan. The proposal for 51 dwellings comprising 14 house designs represents an extension of the urban area that would complement the existing area and proposed residential development to the east; but would inevitably be distinct from the more mature residential development on Marlborough and Grampian Roads. The dwellings would follow the gradients of the land. No harm to the character or the appearance of the area is therefore envisaged. The proposed development achieves the minimum separation distances between proposed and existing dwellings advised by Local Plan policy and the variety of house designs combined with the changing levels result in development that is satisfactory in terms of layout and design. As the development achieves minimum separation distances to surrounding existing development no harm to local residential amenity is envisaged. The proposal has been found to be acceptable in highway terms subject to the street lighting being installed and operational. With regard to crime prevention: the layout achieves interconnectivity with the rear gardens of existing development and for most of the site. Where interconnectivity is not achieved passive surveillance is achieved by the proposed layout. It is therefore considered the proposal would not compromise the aims of the Local Plan with regard to crime prevention. |
