| 6 | (6) Prior to being discharged into any watercourse, surface water sewer or soakaway system, all surface water drainage from parking areas and hardstandings shall be passed through an oil interceptor installed in acocrdance with a scheme previously submitted to and approved in writing by the Local Planning Authority. | 12 | REASON FOR DECISION:The principle of redeveloping this site for a new school is acceptable. Two areas of concern have been raised by local residents, namely the height of the proposed school and the access to the school. With regard to the height of the building, whilst the application is in outline form only, the principle of developing at this height needs to be established prior to further detailed design work being carried out. Originally the proposed school was to be positioned much closer to Linden Road which was not considered acceptable particularly in terms of the relationship with nearby residential properties. The scheme has now been modified so that the school will be positioned further into the site. The proposed building will be at least 60 metres from the front of the nearest dwellings. Members may be aware that the site slopes down from Linden Road. Utilising these level differences and lower ceiling heights means that the new building will not be significantly higher than the highest section of the existing school (12). Whilst it is accepted that the new school will be positioned at the northern end of the site where the existing building is much lower, given the level differences and the separation distance, I do not consider that a four-storey building would be unacceptable in this location. Residents suggest that the footprint should be enlarged so that the height could be reduced. The agents for the scheme maintain that a compact form is preferred by the School from a management point of view since it reduces the length of corridors and the distance pupils have to travel between classrooms. Furthermore natural light and heat can be better utilised so that the development will be more sustainable and energy efficient. Indeed the principles now being adopted follow closely current government guidelines for new schools. The second area of concern relates to traffic and access roads. The proposed development will utilise existing roads although buses will be encouraged to use Coach Road and Laburnum Road. The Transport Assessment submitted with the planning application concludes that whilst the increase at peak times will be significant (particular at Laburnum Road/Coach Road) it is considered that the junctions can cater for the additional traffic. The use of coaches to transport pupils to the site and an effective travel plan will go a long way in reducing the traffic impact. Whilst the detailed design, layout etc will be the subject of a further formal application, it is considered that the outline application is acceptable in principle. Repositioning the school however results in sections of the buildings (the sports hall) and some of the packing areas extending beyond the limit to development in the Council’s Local Plan. The new building will effect an area which is currently used as playingfield. Sport England have no objection to this on the basis that there is sufficient remaining playing field area. The encroachment is the minimum necessary to achieve a proper development. Given that the new school will offer greatly improved education facilities, I consider that the proposal is acceptable in policy terms. However given that the new school will extend beyond the limit to development it is a departure from the Local Plan and the application will need to be referred to GONE. |
