| 12 | REASON FOR DECISION: The application is a detailed application for the erection of a new secondary school at Bydales. The school will be two storey with a shallow pitched roof. The building will be constructed in terracotta blocks with cladding panels above. The building will be located in the south eastern corner with access off the Coast Road. Parking would be provided adjacent to the entrance and to the south of the building. The entrance on to Marlborough Avenue would be closed off when the new school is completed. With respect to the neighbours concerns a landscaping buffer of some 5 metres will be provided between the car parking area and the rears of the properties on Marlborough Avenue. Furthermore there are parking bays in this area at the present time. Discussions have taken place with the applicant to reduce the height of the fence along this boundary and the Coast Road frontage. Whilst a right to a view is not a material planning consideration the nearest part of the school, the Sports Hall will be some 26 metres away from the properties on Marlborough Avenue. Furthermore the building is angled away from the dwellings which reduces the impact. It is not possible to utilise the site of the existing school, since this has to remain in use until the new school is completed. The detailed application is acceptable and I therefore recommend that the application be approved. |
