| 1 | (1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990. |

| 4 | (4) Details of materials to be used on the external elevations of the development shall be submitted to and agreed in writing by the Local Planning Authority prior to the development being commenced. REASON: To ensure the use of satisfactory materials. |
| 5 | (5) Before development commences details of the boundary means of enclosure shall be agreed with Local Planning Authority and thereafter implemented in accordance with the agreed scheme. REASON: To ensure a satisfactory form of development. |
| 6 | (6) Prior to commencement of development a Community Use agreement shall be submitted and approved in writing by the Local Planning Authority. The agreement shall include details of pricing policy, hours of use, management and maintenance. The plan shall then be implemented upon commencement of use of the facility. | 7 | (7) Prior to the commencement of development a detailed assessment of playingfield quality shall be undertaken by a Sport England approved contractor. | 8 | (8) Prior to being discharged into any watercourse, surface water sewer or soakaway system, all surface water drainage from parking areas and hardstandings shall be passed through an oil interceptor installed in accordance with a scheme previously submitted to and approved in writing by the Local Planning Authority. Roof water shall not pass through the interceptor. REASON: To prevent pollution of the water environment. |

| 11 | (11) Details of the scheme for the demolition, reinstatement and after use as playingfields of the existing Sacred Heart and St Dominics schools shall be submitted to and agreed with the Local Planning Authority and thereafter implemented in accordance with the agreed scheme. REASON: To ensure that adequate playingfields are retained. |
| 12 | (12) A detailed assessment of playingfield quality shall be undertaken by a Sport England approved contractor prior to the development commencing. | 15 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2, LD1 and L1 were relevant to this decision. |
| 16 | REASON FOR DECISION: The principle of building two new schools on this site was established at the outline stage. The application now before members is the detailed application. The Secondary School would be built at the northern end of the site with the Primary School at the southern end. Car and bus parking would be provided at the front of the Secondary School. The area to the rear of the school would be used for playing fields etc. The design of both school is satisfactory and reflects the designs already submitted for Bydales and Beech Grove respectively. In respect of the concerns raised the boundary of the site has been amended so that it coincides with the existing boundary. Furthermore the developer has indicated that all hard standing areas will be drained via attenuation tanks. Land drainage will also be provided for the pitch areas. The buildings will be constructed far enough away so as to not affect the culverted beck which crosses the site and new buildings will be situated at existing ground level with a single ramped access to the site from Mersey Road. This should mean that properties on Corporation Road should not be subject to any additional run-off. The details proposals are considered to be acceptable and I would recommend that the application be approved subject to the following conditions. |
