| 4 | (4) All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the occupation of the buildings or the completion of the development, whichever is sooner, and any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species unless the Local Planning Authority gives written consent to any variation. REASON: To ensure the satisfactory implementation of the approved scheme in the interests of the visual amenities of the locality. |
| 5 | (5) Before development commences details of the boundary of enclosure shall be agreed with Local Planning Authority and thereafter implemented in accordance with the agreed scheme. REASON: To ensure a satisfactory form of development. |
| 6 | (6) Prior to commencement of development a Community Use agreement shall be submitted and approved in writing by the Local Planning Authority. The agreement shall include details of pricing policy, hours of use, management and maintenance. The plan shall then be implemented upon commencement of use of the facility. REASON: To ensure a satisfactory form of development. |
| 7 | (7) Prior to commencement of a development a detailed assessment of playing field quality shall be undertaken by a Sport England approved contractor. A detailed drainage and maintenance scheme shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. REASON: To prevent pollution of the water environment. |
| 8 | (8) Prior to being discharged into any watercourse, surface water sewer or soakaway system, all surface water drainage from parking areas and hardstandings shall be passed through an oil interceptor installed in accordance with a scheme previously submitted to and approved in writing by the Local Planning Authority. Roof water shall not pass through the interceptor. REASON: To prevent pollution of the water environment. |
| 9 | (9) There shall be no discharge of foul or contaminated drainge from the site into either groundwater or any surface water, whether direct of via soakaways. REASON: To prevent pollution of the water environment. |

| 11 | REASON FOR DECISION: The application is a detailed application for the new school at Gillbrook Technology College, Normanby Road. The building is designed around a central hub with three wings radiating out. Parking for up to 167 cars would be provided at the front of the building. The main building would have a pitched roof (reconstituted slate or similar) and the walls would be brick/block with cladding panels above. The design of the proposed building is considered to be acceptable. With regard to the concerns of Eston Park School, these are essentially operational matters rather than planning issues. Education have advised that they will pursue the issue of continuity of playingfields with the school. Secondly it is not unreasonable that the new school and playingfields should be enclosed. I consider the proposal to be acceptable and therefore recommend that the application be approved. |
