| 15 | REASON FOR DECISION: The proposed school will be built immediately to the rear of the existing school which will continue to function until the new school is built. The proposed school is primarily single storey although the hall will be higher. High level windows are also incorporated into the design. The building will be a mix of terracotta blocks and cladding with a pitched roof. Parking would be provided at the front, on the site of the existing car park and the existing school for some 64 spaces. The main concern at the outline stage was the access to the site which has been raised again in respect of the detailed proposal. Whilst not ideal it was considered that access off Poplar Grove was the only feasible option and this was established at the outline stage. However the proposal incorporates considerably more off-street parking and improved circulation space within the site which should help reduce congestion on Poplar Grove. Furthermore construction traffic will use a temporary access from Skippers Lane Industrial Estate. The car parking layout has been modified to incorporate the retained section of the building. The design and layout of the school is considered to be acceptable and is in accordance with the outline approval. It is therefore recommended that the application be approved. |
