| 9 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2, H3 and T6 were relevant to this decision. |
| 10 | REASON FOR DECISION: Planning permission is sought for the erection of a detached dwelling with an attached garage on land to the north of 20 Tweed Street, Loftus. The surrounding area is predominantly residential comprising mainly terraced properties. The principle of the development of a detached dwelling at this site has been accepted by virtue of the grant of outline planning permission in August 2003. Policies GEN1, GEN2, H3 and T6 of the Local Plan seek to achieve development that respects the character and appearance of the area achieving a satisfactory standard of layout and design; that respects local residential amenity and that does not compromise highway safety or the crime prevention aims of the Local Plan. The proposed dwelling would be closely associated with the residential terraces to the south and west of this site. The proposed dwelling will be distinct from its neighbour due to it being detached; the design has however sought to reflect the prevailing original window pattern of nearby dwellings. These appear as vertical sashes. As the importance of the details of this dwelling are important it is considered that a condition requiring these details to be approved should be imposed. It is not considered that this proposal would constitute harm to either the overall character or appearance of the area would result such that planning permission ought to be withheld. With regard to local residential amenity; the proposed dwelling would be to the north of an existing end of terrace property. The main northern flank wall of this property is blank; there are windows within the rear (east facing) elevation and the northern face of the rear projection. Bearing in mind the position of the two properties it is not considered that the new dwelling would materially harm the living conditions of the occupiers of that dwelling. The south facing landing window can be required to be obscured glazed by planning condition. The proposed dwelling would be only some 11.2 metres from the fronts of the dwellings to the west. Members will note that this is below the minimum distances advised by policy. However, the prevailing pattern of development on Tweed Street is terraced dwellings with vertical sash type windows (some have been altered over time). The distance between the fronts of the existing dwellings is approximately 9.4 metres; the proposed property would be setback by approximately an additional 1.8 metres. It is therefore considered that given the design of the dwelling and the expectation that there would be development at this site that this proposal would represent the best solution given the prevailing environment. With regard to the proposals relationship with other nearby property is such that no harm to residential amenity is envisaged. The application proposes a garage space and drive with access to the drear access road. The proposed access point has been found acceptable in highway terms and the provision of a footway along the sites frontage is welcomed. The proposed dwelling would be no more vulnerable to crime than other dwellings in the vicinity that back on to the rear access way. |
