8 REASON FOR DECISION: Winkies Castle is a grade II listed building in Marske Conservation Area. It is a rare surviving example of a mid-to-late 17th century cottage, having a partial cruck frame supporting the roof and retaining many other original or re-created features of vernacular building. In the early 1970s the property was acquired by the local shoe-maker, Jack Anderson and painstakingly restored and 'converted' to a private museum to house his extensive collection of local history and bygones. For over thirty years Marske residents and visitors from far and wide were welcomed to the museum by Jack who entertained them to tales of the village's fascinating past. Sadly in 2001 Jack died but left the museum to Redcar & Cleveland Council on condition that it continue to serve the same purpose and be open to the public. Lacking the resources to fund and staff the museum itself, the council appealed to Marske residents for volunteers to come forward to run the museum. The Friends of Winkies Castle was founded under the 'banner' of Cleveland Buildings Preservation Trust Ltd. The current proposals are the result of several years work by the Friends to prepare the ground for repairs and improvements which will enable Winkies Castle to move forward into the 21st century to serve a new generation. They have been put together in consultation with the local community and funds to carry out the works are being sought from the Heritage Lottery Fund and Coastal Arc and other sources. The proposals largely comprise restoration and conservation works together with the replacement of the existing lean-to rear 'conservatory' with a slightly larger extension in which to provide facilities for the volunteers who will staff the museum. A new dormer of similar style to the existing original front dormer, is proposed above the staircase in order to improve headroom for visitors climbing the stairs to the upper floor. Rear outbuildings including the toilet, are to be repaired and brought back into use. The existing rear extension was probably added in the early 20th century and is not in keeping with the 17th century character of the cottage. Its larger replacement has been designed to respect the integrity of the listed building and will enhance its appearance. The reason for this proposed 'office' extension questioned by the objector, is to provide accommodation and facilities which will meet operational needs and health-and-safety requirements for the volunteers who will staff the museum. By providing an extension for these requirements the whole of Winkies Castle is then fully accessible to the visiting public.
9 NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2, ENV4, ENV10 were relevant to this decision.
