| 1 | (1) The development shall not be begun later than the expiration of FIVE YEARS from the date of this permission. REASON: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990. |
| 2 | REASON FOR DECISION: Permission is sought to construct a first floor extension and porch at 27 Hummersea Close, Brotton a semi-detached two storey dwelling located within an established residential area. It is considered that Policies GEN1, GEN2 and H10 provide the basis for determining this current proposal. These policies seek to achieve development that respects the character and appearance of the area; that respects local residential amenity and that does not compromise highway safety or the crime prevention aims of the Local Plan. The proposed development is simply designed and would appear as subordinate to the main building and is similar to development already undertaken within this residential cul-de-sac. No harm to the character or appearance of the area is envisaged. With regard to local residential amenity; the development would be restricted to north side of the property and due to the distance from property to the south, east and west no harm to residential amenity of the occupiers of those properties is envisaged. The dwelling to 29 Hummersea Close, Brotton is a bungalow that has a door and side window within its southern elevation facing the front garden of 27 Hummersea Close. It has a garage adjoining the existing garage at 27 Hummersea Close. This is set at a higher level due to the rising ground levels. Due to the design and location of the development it is considered that no material harm to the living conditions of this occupier is envisaged. Members will note that the matters raised by the occupier of 29 Hummersea Close are largely ones that the planning system cannot become involved. The application indicates that the garage and vehicle hardstanding would remain. No harm to highway safety is envisaged. The proposal does not raise concerns regarding the crime prevention aims of the Local Plan. |
| 3 | NOTE: Redcar and Cleveland Local Plan Policies GEN1, GEN2 and H10 were relevant to this decision. |
